• Five-year pilot program 

• Scholarships to attend participating public or non-public schools 

• Eligible low-income children (less than 2.5 times Federal Poverty Level) 

• Residing in Camden, Elizabeth, Jersey City, Lakewood, Newark, Orange, Paterson, Trenton 

• $6,000 for each K-8; $9,000 for grades 9-12 

• Funding from tax credit for contributions on NJ Corporate Business Tax Filings 

• Total contributions $24 million  in year one; $48 million in year two; $72 million in year 3; $96 million in year 4; $120 million in year five 

• 25 percent to existing non-public students; 75 percent to existing public school students 

• Schools must accept tuition as full payment; accept all scholarship-eligible children unless school is full; non-public schools cannot discriminate on basis of intellectual or athletic ability, achievement or aptitude, handicapped status, or proficiency in English
